2. No regular DDO Staff Meeting.
a. CIARDS Ceiling. On 8 May 1973 the President signed the bill to
increase the ceiling on CIARDS retirees to 2100 for the 5 year period
ending 30 June 1974 and to establish a ceiling of 1500 for the 5 year
period ending 30 June 1979.
b. Travel by Sea. We have a clarification of

liable for expenses and excess travel time incurred in the use

The subparagraph will be redrafted to permit an employee to use a ship
of American registry, himself paying the difference between economy air
fare by direct route and the cost of travel by sea. Additionally the employee
will be charged annual leave or compensatory leave for the difference in
time required for the journey as between direct travel by air and travel by
sea.

c. Use of a POV. I hick establish certain changes
in the authorization to use POV's on PCS and home leave travel, have been

effective date will be 1 June 1973. Under the new rule, the use of a
POV is automatically determined to be advantageous to the Government
for all of the travel within CONUS whenever an employee, other than an
is on PCS travel to or from location abroad or on home leave.
Mileage rates are 12~ for the first 1, 000 miles, 9~ for the next 1, 000
miles, and 6~ for all other miles. Rates for motorcycles are 8t, 6c,
and 4~. The per diem rate will be $24 for the employee, $18 for the
spouse and dependents over 11, and $12 for dependents under 11. The
Office of Finance is developing commuted rates which will be coordinated
with the Divisions. Outgoing rates have been completed, and incoming
rates are expected to be circulated for coordination in the near future.

e. Ervin Bill. Senator Ervin has again introduced "A bill to protect
the civilian employees of the executive branch of the U. S. Government
in the enjoyment of their constitutional rights and to prevent unwarranted
governmental invasions of their privacy. " The Senator has again declined
fully to exempt CIA from the requirements of his proposed legislation.

k. Expansion of Training Courses. OTR will develop new courses
of any type required to meet proficiency objectives. Al Rodriguez noted
that OTR will also provide correspondence type courses for employees
on duty outside the Headquarters area, DDO/TRO, will co-
ordinate DDO requirements and will be in touch for any ideas you may have.
1. Importation of Motor Vehicles and Motor Vehicle Engines Subject
to Federal Air Pollution Control Regulations. This is the tithe of EPA
(U, S. Environmental Protection Agency) Form 3520-1 (1072). On 27 April.
1973 the District Director of -Customs at Baltimore notified the U. S. Dispatch
Agent at Baltimore that this form must be used on entries of all motor
vehicles and motor vehicle engines imported into the U. S. At the request
of EPA, State sent copies of the form and a letter from EPA to all foreign
posts in February of this year. State has just prepared an Airgram for all
foreign posts reminding that the form must accompany a vehicle or engine
being imported.
