2. Item of interest from the DD/P Staff Meeting - 21 February
a. "Damage Report." This a well-done 40 minute film (USIB funded)
showing how a hostile service can uncover the most sensitive secrets and
take effective countermeasures. We shall schedule a showing for you at the
earliest convenient time. Please give us an indication of the numbers each
of you would have for such a showing.

a. Loss of Personal Property. We recently had a claim for valuables lost
during a shipment from overseas, and the review disclosed that the employee
had never seen Book Dispatch 8236, which contained a firm request that it be
brought to the attention of all employees. We suggest you review this yourself,
and perhaps remind your posts that it should especially be brought to the
attention of employees whose tours are coming to an end. You might also have
your Personnel Officers routinely call it to the attention of all outgoing PCS
personnel despite the fact Central Processing Branch has it on their checklist
for travellers they process.
b. Illness.

c. Consumer Price Index. The Bureau of Labor Statistics will probably
announce a change in the CPI tomorrow. The official CPI in December was
127. 3 and 128. 1 is the trigger for a new cost-of-living increase. Should 128. 1
be reached in January pri ces, the effective date of an increase in retirement
annuities would be 1 June 1973 provided the CPI did not decrease during the
three month holding period.
