1. Present were:
Items o interest from the DDIP Staff Meeting - 14 February
a. Mr. Karamessines' Departure. He noted that he will be present for any
business through Monday, 26 February. On the 27th, he will be in the building
for the purpose of processing out. He added that he still has no word as to who
will be selected to replace him.
3. Items of interest from the DD/S Staff Meeting - 13 February
a. Equal Employment Opportunity. Last Thursday, Messrs. Colby and Bavis
briefed the newly appointed office EEO representatives as to the nature of the
EEO program. Some 40-50 people attended, including five Directorate EEO
25X1A officers and the four counselors. There are ten women among the new repre-
sentatives. Mr. Bavis introduced I I newly appointed as the
Agency's Federal Women's Program Coordinator and Deputy EEO Director.
The Women's Program has recently been incorporated into the government-wide
EEO program,

the DDP EEO officer, has prepared a which will state 25X1
the objectives and plans of the CS for the program and announce the names of
Division /Staff EEO representatives.
b. Speed Limits. Mr. Osborn noted that starting either this week or next,
speedsters within the Agency grounds will be checked by radar with violators
being ticketed.
4. Other items of interest.
a. Honor Awards. During the past week, Mr. Helms presented the
Distinguished Intelligence Medal to Torn Karamessines and Hugh Cunningham

b, Refund of Taxes Paid on Retirement Deductions. Both local newspapers
have recently reported the federal court action by two unions to exempt from
current taxation the 7% deductions for retirement annuities. The unions contend
that federal income tax should be paid only as the employee receives his retire-
ment annuity. The unions are reported to be advising federal workers to make a
refund claim for the 1969 tax year by 15 April 1973 to avoid the 3 year statute
of limitations for that tax year. Claims for tax years 1970 and 1971 may be filed
at the same time. Both the Director of Personnel and OGC take the position that
the decision to file refund claims must be a personal one.

The filing of a refund claim is accomplished by the use of "Form 843" or
"Form 1040x," either of which ma,r hA r-- Trr

return and follow it sometime later with a Form 843 or 1040x.

d. Annuitant I. D. Cards for "Open" CIARDS Retirees: Effective immediately,
each person who is retiring "open" under CIARDS, or who has already retired
"open" under CIARDS since 1 January, will be furnished a Civil Service annuitant
I. D. card, I. D, cards to annuitants who retired under CIARDS before 1 January
1973 will be furnished upon request. The cards look like this:

every month. If you change your mailing address
and use our change of address card, follow the di-
rections on the card. If you do not have the card,
you may use a post card or the back of your
monthly annuity check envelope:
(a) Print your name, your annuity claim number, your
old address, and your new address (including ZIP Code) ;
(b) Then sign your name and mail your change of ad-
.]ress to the Bureau of Retirement, Insurance, and Occupa-

Send your notice before the 5th of the month

e, Dollar Devaluation. The 10% devaluation of the U. S. dollar, announced
two days ago, will have some effect on the cost of living at some stations, but
it is too early to know which stations will be affected and by how much. It is
anticipated that the greatest impact will be in and some of the European 25X1A
countries, and that changes elsewhere will be moderate to slight. The
Department of State is reviewing the need for changes in per diem and allowance
rates for official Americans overseas. The Administrative Allowance Committee
will take whatever action is necessary to assure that NOC personnel are not hurt
by drastic and sudden losses of purchasing power. However, we urge that
proposals be carefully documented and well staffed, and that they not be submitted
on a crash basis. We have discussed the situation with both OER and the Office
of Finance. We should appreciate it if the Area Divisions and Staffs could keep
this office advised as information is received, and we will forward to you anything
which becomes available to us. It will be some time before the changes can be
assessed with enough precision to authorize adjustments. There is also the
obvious requirement that all components review their budgets for the remainder
of FY 73 and for FY 74 to determine whether reprogramming is necessary to
cover the immediate future. We understand that this study is already underway.
f. Security Violations. There were a total of 16 security violations charged
to DDP components during the month of January. WH had 5; AF and FE each
had 2; TSD, SB, NOCAD, EUR, II CC, and CA each had one.
g. Deaths.
