3. Items of interest from the DDS Staff Meeting - 23 January 1973
a. Federal Woman's Coordinator. At last week's Deputies meeting,
Mr. Colby announced that the Agency's Federal Woman's Coordinator is
Mr. Colby also said that he very much wants there
to be an EEO officer designated in each Directorate. The Directorate EEO
should take an active role in EEO matters - not a passive role of waiting
for problems to be brought to him or her. This active role should include
looking into training and mobility problems for women and minority group
members. Mr. Colby also asked that each Office designate an EEO officer.
c, Medical Items of Interest. Dr. Tietjen reported on medical evacuations
from overseas. In CY 1971, there were 69; in CY 1972, there were 71.
Evacuation of medical cases from overseas is increasing as a matter of
policy. The best care is found in the U. S. Jet travel facilitates bringing
people back fast. Half of the people evacuated during CY 1972 returned over-
seas. Accidental death is still a large category of death when compared to
other categories of death of Agency employees. Dr. Tietjen said that there
is more work to be done. Supervisors should take a greater interest.

Supervisors should pass the word to their employees that one of the leading
causes of death is accidents. Mr. Coffey suggested that the Safety Staff of
the Office of Security might get unclassified booklets on safety precautions
which could be sent overseas to Agency employees. Dr. Tietjen said that
the second edition of the OMS Medical Newsletter is ready for publication.
This includes a sanitized version for overseas.
a. National Day of Mourning - Former President Johnson. This will
confirm the oral advice we gave you yesterday. DDP will require all
components to have someone read and act on cable traffic on Thursday and
then be excused. The Chief of the Component will designate appropriate
staffing to cover his crisis areas. ADDP will be on duty Thursday morning
only. We have given you a copy of dated 23 January
25X1A with instructions for handling pay and leave administration for the 25th. 25X1A

on TDY at Headquarters. We are pleased to tell you the requirement (para. 5)
for SSA to report to DDP on your use of this practice has been cancelled,

c. Consumer Price Index. The Bureau of Labor Statistics yesterday
reported a rise of .3 % in the Consumer Price Index during September to 127. 3.
The trigger number is 128. 1 and Harry Fisher is of the view that we will see
a cost of living increase not later than 1 August 1973.
d. CIA A to z, etc, We have given each of you one copy of the updated
machine tabulation, as of 2 November 1973, of the names of alleged Agency
people who have been listed in CIA A to Z, Who's Who in CIA, the Quicksilver
Times, a~operation spotting autos entering the Headquarters area, and
several directories of Falls Church and Arlington County. As before, this
listing is your reference document in considering whether an employee should
be authorized to travel.
e. Drug Seminar Program. Replies are now being received in response
to BD 8678 on this subject. FE is making a pattern of copies which we request
you also follow to ensure all concerned are informed. The pattern - D/Personnel

f. E-2 IMPDET on Cables. has noticed a number of cables
recently where the "E-2 IMPD T CL BY ' has not appeared. He asked
that we remind you to be sure your cable originators comply with this requirement.
