The Technical Security Division, which is responsible for the Hostile Audio Surveillance Briefing Program, has in- formed me that they have been encountering difficulties with respect to the scheduling of people prior to their departure for overseas assignment. Unfortunately, some individuals have waited until their last days at Headquarters before attempting to schedule such a briefing. In some instances individuals, because of the tightness of their schedule, have requested waivers. 2. All of the above actions on the part of those parti- cipating in the program have a tendency to reduce the effective- ness of this important special security briefing. It is requested that you bring to the attention of appropriate individuals within your Divisions the need for early scheduling and full attendance of these briefings.
