EXTRACT FROM THE MINUTES (Dated 2 July 1970) OF THE
INFORMATION HANDLING COMMITTEE MEETING HELD 24. JUNE 1970
Discussion of TETRAHEDRON Plan (IHC-D-134)
8. told the members that he had not provided
them with a copy o t e covering memorandum to the TETRAHEDRON
Plan in order that they concentrate on the plan iteself instead
of getting involved in staffing out the five additional items
mentioned in the memorandum.
to discuss, the TETRAHEDRON Plan and to especially comment on the
five points contained in his memorandum of 25 May 1970.
9. Mr.=told the IHC members that the TETRAHEDRON Plan
is a draft plan, that it needs to be improved and embellished.
He said he personally believes TETRAHEDRON opens up a great
opportunity for information exchange within the Washington area.
However, NSA is going to need help from the IHC and the other
community agencies in its development. Mr. said his
covering memorandum contained five additional items needed to
make the TETRAHEDRON plan more complete. He listed them as:
(1) a description of community user needs; (2) a description of
the existing communication systems available in the community;
(3) approaches to satisfying the described needs, to include systems
to be augmented and/or replaced; (4) an estimate of the schedule
and cost, what R&D may be needed, and the possible sources of these
funds, and (5) a recommended course of action.
10. Mr. - said CIA see advantages for iteself and
the rest of the community in the project, but he has reservations
on what CIA is committed to in the future. He wondered why NPIC
was not mentioned in the plan.
11. asked Dr. Hellner to be responsible for
determining points of contact for the military services or to
coordinate their interests. Mr. Gean said that AEC will probably
provide a member.

Bob:
You may have seen the minutes of the
24 June IHC meeting. In case you didn't, an
extract is attached - FYI.
You may want to chat with
about his observations as recorded here, which
seem rather sterile to me, and prime him a
little before this subject comes up again.
