1. Some of the present day analog signal analysis
techniques employed by OC-SPD are rapidly becoming anti-
quated by state-of-the-art digital software and hardware
developments in the area of waveform analysis. Several
of the aforementioned developments are available within
the Agency through OCS/SAD. Incorporating these in-house
assets into an analysis system would insure the future
improvement of our present high level of analytical
competence.
2. We request the assistance of OCS/SAD in a joint
effort to determine the operational feasibility of
developing an interactive analysis system. Such a system,
if developed, would permit the analyst and the computer
to work reciprocally, allowing maximum intervention and
manipulation of complex waveforms by the analyst. This
request is the result of several informal discussions
between OCS/SAD'and OC-SPD personnel which suggested
that such a system is conceptually feasible.'
3. A joint effort in developing this system will
be beneficial to both parties. OC-SPD personnel will
become proficient in the use of sophisticated digital
analysis techniques and equipments and OCS/SAD will be
better informed as to the types of signal analysis pro-
blems confronting OC-SPD.
4. The main body of this effort is the implementa-
tion of a data manipulation software system which will
efficiently interface existing analytical software with
existing ,hardware display devices The final product
will be an interactive analysis position that can be
completely contr lled by. the technical signal analyst
and will be run ~n the OCS computers at Headquarters.

5. As presently envisioned an expenditure of approxi-
mately eighty man-hours per month from both components will
be. more than sufficient. Higher priority tasks within each
component will take precedence over this effort.
6. A brief outline of the desired analytical capa-
bilities of the interactive analysis position, as presently
envisioned, isattached.
