1. OC has long had. responsibility for emanations security of
communications gear (COMS:EC).
2. Recently, OC was assigned. responsibility for emanations
security of ADP a.nd office equipment (EMSEC).
3. OC operates its COMSEC/EMSEC Laboratory
4. To date, activities of this laboratory have been focused. on
the COMSEC portion of the problem.
5. At present, 75?fo of the testing of equipment for emanations
vulnerability is accomplished under external contract.
b. The test workload. is increasing as more gear is deployed. to the
field.. The potentially large EMSEC. workload. has yet to impact on OC.
At t'ne same time, personnel resources in OC to d.o this kind. of testing
have remained. relatively static.
7. To increase the productivity of its test personnel, OC has been
trying to automate certain functions now performed manually,

10, The equipment acquired. at the end. of FY 1`:~+"~>9 (paragraph 9 above)
has utility in its own right without the engineering ~__.~i software work

12. This OC proposal was assessed. informally by the DD/S
IP Coordinator in his N1OR of 5 December 1969.
13. Subsequently, the DD/S IP Coord.inator sent the OC request.
(Attachment B) and his MOR (Attachmment C) to the Chairman, IP Board.
in the thought that the Board's reaction to this OC proposal would. be of
assistance to the DD/S in his concurrence deliberation.
