SUBJECT . Organization of the Intelligence
Information Handling Committee
1. 1 have reviewed the 22 April draft memorandum for the USIB
dealing with the organization of the INC and still have the same problem
with paragraph 2 that I discussed with you over the telephone a few days
ago. There should be no problem with the Agency providing administrative
support to the INC Support Staff at the same level which has been fur-
nished to the CODIB Support Staff, but if there are significant additional
unprogrammed requirements the Agency may not be able to honor this blank
check. The most serious problem, as you know, will be space which simply
is not available at the Headquarters building. Could the last sentence
of paragraph 2 be modified to say "CIA will provide..... to the Support
Staff within the limitations of current programs and budgets."
2. I also continue to have problems with paragraph 5 b. I do not
see how a committee can effectively function in fulfillir.g responsibilities
of developing design specifications. You will recall that we had some
difficulty with the interpretation of that term in the discussion at the
meeting of the Information Processing Coordinators last Monday.
