MEMORANDUM FOR THE RECORD
sUBJECT:
1. I talked to Mr. Colby several times between subsequent
events mentioned in DD/S 73-2231 and the fall of 1972. He continued
to indicate a desire to move as originally specified in order to divorce
the General Counsel from this project but had to discuss further with
Mr. Houston. As I understood it Mr. Houston had reservations about
going into this study when was very heavily involved in
some major Agency insurance support problems.
2. I have taken no further initiatives waiting some direction
from Mr. Colby.
