Since writin the attached summary
regarding
I have obtained a copy of the
Comptroller's memorandum to the PRC
of 21 October 1951 on this subject.
He recommends the construction progran
but does not recommend the inclusion
of the central air conditioning plant-
since it was not included in the
FX 55 budget, has not been cleared
with the Bureau of the Budget, and
a request for release from the
reserve would be questionable.
