1. Attached is a report of the study you requested in our meeting on
11 March 1971.
2. FE Division's decision to defer this report until after the 40 Committee
reviews the SEA program may affect to a major degree the assumption and
facts upon which the study is based. Therefore, the conclusions and recom-
mendations should be considered tentative at this time.
3. As you are aware, time did not permit the detailed study that should
precede the specific action recommended. Our findings and recommendations,
however, were developed from discussions with each representative of the
study group. This report was coordinated informally in draft with the Chief
or Deputy Chief in the element concerned, and it is generally acceptable to
them.
4. In view of the number of considerations that are involved in arriving
at a final decision on the future of - an ad hoc committee or task force,
with a full-time chairman should be established for this purpose. It is recom-
mended that this study should commence as soon as practicable.
5. When the results of the 40 Committee are known to me, I will prepare
a reply to references for your signature.
