This is in reference to your telephone conversation with a representative of this office concerning,. the question as to whether or not the Clandestine Services received the ceiling allocation for the Communications personnel that were assigned to _ on 31 July-1953? 2. We do not take issue with the fact that we may have actually received eight ceiling for eight Communications personnel that were assigned to the- Base. however, it was the intention that the Clandestine Services receive ceiling for contract personnel that were assigned to projects which were in the process of being convert- ed to Stations. In that connection we did not receive ceiling for thirteen contract. personnel that were assigned to 1111111 and per- forming substantially staff employee type duties. In view of the above, it is requested that no change be made in the Clandestine Services personnel ceiling to cover the Communications personnel assigned to the Station. The change in cryptonym from on 1 September 1953 and the revised DDP/FE T 0 approved 2 January 1954 omitted by inadvertence to carry,alang,eight positions within already filled by Communication employees. Therefore arithmetically the total FE - and hence Agency ceiling, is by inadvertence eight short of actuality. 2. FE should not be asked to go into its own ceiling bank to provide for what is simply an error. Neither should Commo. 3. Agency practice has been that T/O support positions should be provided by the using component and budgeted for by the parent support element. 4. It is recommended, therefore, that the only proper alterna- tive to deal with this situation is to increase the ceiling for the FE Division by eight positions. They can be taken from that element which benefited erroneously from the above mistake.
