We have studied most carefully your letter of 10 December
1962 and the enclosures. I am sure you will agree that no useful
purpose would be served by our commenting on the specific items
enumerated in your letter. Particularly, this is so in view of our
detailed discussion on 28 November 1962 and our other telephone
conversations.
You may be assured that I have made an exhaustive
examination of this entire matter. I have been advised that under
the law applicable to this Agency there is no way in which we can
afford relief directly related to the matters raised in your letter
and in our discussion, as I recall, I believe you had reached a
similar conclusion. Further, I have investigated carefully all
possibilities of providing assistance in other ways. However, I
have been unable to discover any Agency requirements at this time
which could afford other assistance to STATINTL
While I am fully a reciative of the situation in which
now finds itself, I have been unable,
as indicated above, to determine any way that we can be helpful.
