3. Mr.~ opened the meeting; by announcing that Cxeneral
and Colonel ?,lhste had nonconcurred in. the Project Outline, and the e
had already indicated that funds wonl.d not be available until FY 1966 un~ie~ ~~
envy circumstances . `there was considerable discussion a.s to whethor -the
Project was simply delayed or cancelled altogether. Discussions ehsued'on
the advisability of procuring the land if funds could be made available'snd
there was assurance that the Project would go forward. 'T'he concensus was
that acquisition of land at an early date was desj.rable for the follows
reasons:
a. The Agency has strongly indicated to -
that acquisition of land would proceed alrunedsately.
