1. This is in response to your request that the Office of
Finance comment on reference memo which contains recommenda-
tions that would have the effect of reducing the present complement25X1A6a
25X1A of 3 Finance (SF) employees at the Station to one Finance
Officer who would continue 25X1A6a
Station finance activities, but discontinue the regional 25XlA2g
functions which would be transferred presumably along with two
Finance (SF) employees to Headquarters.

agree that it would be feasible to continue the type of
financial support from Headquarters. We believe however that the
final. decision as to just how the function should be
conducted from Headquarters, and the question as to whether it
should be placed under the NE Division or under the Office of
Finance at Headquarters should be deferred pending completion
of a study now underway concerning the best placement of this
and related certifying functions, and the availability of space to
accommodate these activities. We might also point out that the
function is also being transferred to Head-
quarters, and the WH Division has requested that it be placed
under the Office of Finance. The AF Division has a similar
problem of financial support for its field stations which has been

met by absorbing the accounting functions in the Office of Finance,
but providing continuous TDY finance assistance to field stations
from both the AF Division and the Office of Finance. We believe
it is essential that a consistent policy and procedure be established
for the handling of ctivities from Headquarters since
it appears that the pressure for reducing overseas cover slots may
well require the movement of other such activities to Headquarters.
In the meanwhile we have no objections to working out an arrange-
ment whereby the function could be moved to
Headquarters intact, physically located in the NE Division and
operated from that point, pending establishment of a consistent
policy for the operation of all Headquarters activities.
