2. The minutes of the Fourth meeting of the Support Development Panel were
reviewed. It was noted that who had been detailed to the Office
of Communications, had resigned. The Chairman reiterated his previous statement
that members should ensure that they maintain close vigil of Program participants
who are assigned to their Career Services.
3. The Panel then reviewed a list of some thirty individuals who tentatively
have been selected by the Career Training Program for participation in the
October Support Services Course. The Chairman noted that it was not too
early for the Panel members to begin developing requirements for utilization
of these individuals in December.

5:. The Panel then considered promotion policy for Program participants, It
was recommended that the policy set fo.rth for Clandestine Services Trai.rrees be
used for the Support. Officers D v~:lopmeuit Prog -am participants.

It was noted. that since many o' our Program participants are in re atirel.y junior
Support positions abroad, some difficulty in effecting promotions accordi.a-ag to
this pattern might develop? although to date the Clandestine Services and the
Office of Communications have been most cooperative in this rega.rd., It was also
noted that the promotion pattern was in no way ,-utoniatic and that each promotion
proposal would be reviewed and would he concurred in by the components con :erne,l.,
