Following briefing a few days ago on 1964 procure- 25X1 A9a ment, decided to send up a short summary to General Carter. He has in mind a rather informal report, suggesting that General Carter would be interested in the highlights of procurement in 1964 and giving 25X1 A9a some of the more important data which pointed out in the briefing. He mentioned the surplus procurement, total amount of procure- ment, the sharp increase in incentive contracting, reduction in cost, and finally, that in using the McNamara procedures we would seem to be at least doing as well as the Defense Department. 2. This is not intended to establish the requirements for a short summary 25X1 A9a report, hopefully about one page. may well identify other more important highlights. I am sorry that we did not take extensive notes on the briefing and, therefore, cannot be very specific now; but I think all of the highlights are contained in the written material and charts used in the brief- ing. 3.
