OTR Briefing Officer SUBJECT: Weekly Activities Report #35 28 September to 4 October 1960 DATE: 5 October 1960 SPECIAL NEW YORK BRIEFING On 4 October an informal briefing and discussion period (lasting four hours) was held in a New York hotel for seven officials of an 10-sponsored organization. ARMY INTELLIGENCE SCHOOL On 28 September a briefing on "CIA Organization and Functions" was given at the Army Intelligence School, Fort Holabird, Maryland, for some 75 students enrolled in the Military Intelligence Officer Advanced Course. On 29 September a briefing on CIA was given for the 15 students in State's current Administrative. nne.rntinnc cnirrcm 25X1A9A were NATIONAL SECURITY AGENCY On 30 September a briefing on CIA and the intelligence community was given at Fort Meade for the 12 members of NSA's new Senior Officer Course. DEPARTMENT OF COMMERCE 1. On 29 September a briefing on CIA was given for some eight Department of Commerce "WOC's." "WOC's" are key business officials who come to Commerce for six months of training. After completion of their training, they go back to their businesses, but they are now part of a reservoir of business talent to be drawn upon by the Federal Government in case of war. If called to duty, thegserve without compensation--thus the "WOC" label. 2. This group constitutes a rather unique audience. I mean, what 25X1A9a kind of salaries do you pay them?" "Government salaries, sir." V.P.: "Ah, then they must be dedicated men!" At another point during the discussion, this same gentleman asked if we (CIA) thought that we were not getting enough money or personnel from Congress. The answer "no" seemed to disarm him. After the briefing he said that this was the first spokesman for a Government agency he had ever heard who replied in the negative to his question (which he always asks--on principle). After that CIA was "tops" as far as this capitalist was concerned. 25X1A9a 25X1A9a BRIEFINGS OF SENIOR US OFFICIALS 1. On 3 October, at the request of ACSI (through OCR), Mr. gave a 90-minute briefing on CIA to Colonel Ernest Samusson, r., newly appointed Chief, Current Intelligence and Special Activities, ACSI. After the briefing he was brought to OCI for discussions there. 2. On 3 October a briefing, coordinated in this office, was conducted for General Bruce C. Clarke, newly designated CINCUSAEUR. Participating in the briefing were Mr. Dulles, General Cabell, and the Messrs. 25)j1AJa 3. On 30 September a briefing, coordinated in this office, was conducted for Major General Fred M. Dean, USAF, newly designated Director, J-3 (Operations), the Joint Staff, JCS. Participating in the briefing were and the 25X1A9a Messrs. DEPENDENTS BRIEFING 25X1 Aga This program is being conducted on 4 and 5 October for eight 25X1A9a dependents scheduled to go overseas. Mr. gave the presenta- tion on intelligence. ADMINISTRATION 1. Speakers for eight lectures to be given in the new Intelligence Collection Staff Officer Course at Ft. Holabird have been scheduled and a memorandum has been prepared for the DTR's signature. Speakers for 15 lectures to be given at the Strategic Intelligence School have been scheduled and a memorandum has been prepared for the DTR's signature. 3. A letter to the Naval War College has been prepared for the DTR1s signature acknowledging their request for a representa- tive to serve as a consultant in the Cold War phase of their Strategy Study. 4. The request from the Naval Intelligence School for Mr. lecture on "Sketching" has been handled in t e usua in orma way. Mr. has been scheduled and NIS. has been notified. 5. A statistical breakdown of attendance at the Dependents Briefing by month and by cover-category for the past 15 months was prepared for Central Cover Division. 6.
