SIGNIFICANT ITEMS
The substance of discussion between the DTR and the faculty
25X1A6a concern the future of the OC and OFC has been
reported in the COS Weekly Activities Report #13. Apparently
the decision reached s that OC #11 and OFC #12 will be conducted
as previously planned and scheduled, but that OC #12 and OFC #13
will be combined into one course beginning approximately September
1961. As I stated in nqr discussion with you this morning, I am
completely opposed to this change in course content on the basis
that the two courses were designed to satisfy the needs of dif-
ferent types of Agency employees and that in the proposed com-
bination of courses the DDP/JOT will be the loser. The only
advantage in combining these two courses, which I will concede,
is the reduction in workload on the OC/OFC Staff. Rather than
approach the problem from this point of view, I should suggest
that you retain the two courses and by appropriate slot adjust-
ment increase the number of instructors assigned to operational
