I. SIGNIFICANT ITEMS

II. OTHER ACTIVITIES
1. As a result of one of his recent appearances at FSI
~' American Security" at the U. S. Naval~Air Station, Glenview,~Illinois.
This is not, however, a naval reserve program, but a public program
using naval facilities. Since it would represent breaking the "Phase III"
barrier I am forwarding the request to you for consideration.

3. I attended my first meeting of the Sino-Soviet Task Force
yesterday afternoon. It was an eye-opener! who monopolized 25X1
the proceedings with his "dissents" from the o erw se general agreement
upon issues under discussion, clearly is the bete noire of the other
members. Their reaction to his view v m bristling to scoffing
to sleeping -and, in truth, he and did constantly digress 25X1
from the business at hand to concern erase vas with unnecessary
semantics. On the mayor issue -the degree of genuine reconciliation
which might be achieved at the current Moscow meeting -SRS also dissented -
based upon its view that no genuine Sino-Soviet struggle has ever been
identified. However, aside from this difficulty -with which Chet Cooper
displayed extraordinary patient?- I feel sure that my attendance at these
meetings will bring valuable dividends for SIC. I anticipate that the
dividends will be of two kinds, access to information which we normally
do not see except as incorporated into OCI articles or national estimates,

and greater awareness of the significant differences of opinion among
the representatives of OCI, ONE, FBIS, ORR, and DDP on the problems
of Sino-Soviet relations.
4? At the request of a group of attache students from the current
SIS class I conducted a se last evening at SIS - to explore further
some of the issues which I had touched upon in our SIS lectures
5. The SIC Staff, at this point, seems to be generating con-
siderable enthusiasm and a lot of ideas with reference to the challenge
of introducing the American response into the JOT program. I am con-
fident that we will be able to accomplish this function in a reasonably
painless fashion, but it would be very useful if within the next week
or two,~nd I could meet with you, and az~y others
you might designate in order to clarify our asic purpose and guidelines.
This could go off in so many directions that I want to be quite clear
just what it is that we will be expected to accomplish.
