1. As I had indicated earlier is devoting this entire

presentation on Communist China in our next JOT program, to enable
his to make a critical choice of reading material for the JOTS, and
to prepare his further for his external training if it is finally
approved. B. is currently surrounded by a mountain of books on the

subject, and even though a month is not a very handsome feels that he is already beginning to profit substantially from this
procedure. At the very least reading through all the significant
current literature will bolster his confidence in handling the
subject come July and the JOTs.
2. I'm confronted with the problem at the moment of rearranging
staff supervise9 assigments in anticipation of0 absence for a

that since will be no overlap of other courses with the JOT that
he can take on the responsibility for the CZO&Q. He has broadened his
interests and his capabilities sufficiently so that he can move into

3. We have noted in sons of the WE tutorial programs recently
that ICD personnel seem to be contributing more than their normal
share. For ea "plc, in this week'a 25X1
devoted a full afternoon to something entitled 'International Coamounist
Strategy and Tactics' and other ICD staffers covered subjects of purely
substantive rather than operational concern. I don't believe that a
trend has, been established, but I'll watch the schedules carefuny in
order to determine the extent to which ICD is moving in again on what
appears to be a legitimate SIC responsibility.

accept it as a challenge even though it strained our limited resources
considerably. I feel, hewver, that we can not make a practice of

4. At the request of I spoke to a Naval Reserve 25X1
officers group of about eighty last ay evening. There were a

5. In connection with SIC's efforts to develop a greater area
capability 411 be working at various desks in the Africa
Division during the next few days in order to determine just how much
evidemee exists of CP organisation in Africa. Nis initial report in-
dicates that there is a considerable amount, but that none of it has
been oodified or reduced to a survey report. Since Odoes know a
great deal about the organisational aspects of CPa I felt that it
would be a challenge to his to attempt to Identify nascent Commanist
organisations from tragmenta'y information about their organisational
characteristics.
