Approved For Release 2008/07/21 : CIA-RDP78-04836A000300020028-0 nns ,aeaar~ Office Memorandum ? UNITED STATES GOVERNMENT TO : Director of Training EYES GFIDENTt/\t DATE: 12 May 1960 Chief, School of International Comunism and the USSR Weekly Activities Report No. 19 6 - 12 May 1960 I. S7=ICLIT ITNI None to report. ACTRITIM II. 1. As I had indicated earlier is devoting this entire month to a concentrated study of CimINIuniat as s serve .&U- U"Illr of the l e 0 several purposes3 to better prepare presentation on Communist China in our next JOT program, to enable his to make a critical choice of reading material for the JOTS, and to prepare his further for his external training if it is finally approved. B. is currently surrounded by a mountain of books on the he subject, and even though a month is not a very handsome feels that he is already beginning to profit substantially from this procedure. At the very least reading through all the significant current literature will bolster his confidence in handling the subject come July and the JOTs. 2. I'm confronted with the problem at the moment of rearranging staff supervise9 assigments in anticipation of0 absence for a ea year is currently supervising only the JOT program, and I o that since will be no overlap of other courses with the JOT that he can take on the responsibility for the CZO&Q. He has broadened his interests and his capabilities sufficiently so that he can move into this course without any particular difficulty. The one major problem. which I'll have to monitor carefully will probably be a tendency on art to be somewhat less patient with eccentricities than was who demonstrated almost superhuman patience in this connection. In addition, since our tutorial training load some to have become fairly constant, I propose to ass zn~ Pint responsibility for SIC's two weeks in the on to his jam,- &SdQ. This will relieve 0 and enable him to concentrate on coordinating the tutorials and managing the A99. We have noted in sons of the WE tutorial programs recently that ICD personnel seem to be contributing more than their normal share. For ea "plc, in this week'a 25X1 devoted a full afternoon to something entitled 'International Coamounist Strategy and Tactics' and other ICD staffers covered subjects of purely substantive rather than operational concern. I don't believe that a trend has, been established, but I'll watch the schedules carefuny in order to determine the extent to which ICD is moving in again on what appears to be a legitimate SIC responsibility. on the other side of the coin it has been s sted that SIC undertake another four-week tutorial, this time for desk. 25X1 I felt program was an exception -[Us we 25X1 accept it as a challenge even though it strained our limited resources considerably. I feel, hewver, that we can not make a practice of committing the staff for this long a psried on one person. We are suggesting, in this instance, a. maxim= of two weeks. 4. At the request of I spoke to a Naval Reserve 25X1 officers group of about eighty last ay evening. There were a number of familiar Agency fa es aresent although the only parson when I could identify by name Was What with the V4 affair 25X1 being so much in the news at that point it was net a pert aula'l.1 auspicious time for an appearance by someone from the Agency. They were quite well-behaved, however, and while there were a tow pointed remarks - no one addressed a question with a deliberate intent to embarrass. 5. In connection with SIC's efforts to develop a greater area capability 411 be working at various desks in the Africa Division during the next few days in order to determine just how much evidemee exists of CP organisation in Africa. Nis initial report in- dicates that there is a considerable amount, but that none of it has been oodified or reduced to a survey report. Since Odoes know a great deal about the organisational aspects of CPa I felt that it would be a challenge to his to attempt to Identify nascent Commanist organisations from tragmenta'y information about their organisational characteristics. 6.
