I. SIGNIFICANT ITI
None to report.
II. OTHER ACTIVITIES
1. There have been few developments this week other than our efforts
to keep SICta collective head above water - what with the CPO&0 beginning
on Monday, the USSR Basic Country Survey still in session, and two
tutorials in progress.

has been back on the job since Monday, but his knee is
bad shape and he has to depend upon a cane to move around.
has notified us that any decision on upgrading
position to a 6 has been postponed until the entire OTR
structure has been reviewed. He left the impression that this review
would cote in the very near future and that he would probably have no
objection to the upgrading at that time.
4. The present arrangement and me 25X1
to have lunch with him next Thursday and to spend ? ernoon going
over our JOT program in some detail. We will then set up another
meeting with the entire staff for whatev thou hts 25X1
he might develop concerning the program. With reference to
difficulties in locating some of the documents he's seeking I can't help
but wonder - why? I suppose that this remains the legitimate function
of the historian and that I am in a sense betraying my own training in
this discipline, but as I talked with him more after you left us on
Monday I couldn't help but feel that he is trying to document a series
of developments which have already been beaten into the ground - particularly
if his major purpose is to expose the duplicity of the Soviet Communists.
He pointed out to me that he has already accumulated enough material to
write a chapter on Soviet attitudes toward freedom of religion. There
are already chapters and books ad nauseam on this particular subject.
