It has been observed that press transmissions in English morse from
the Vietnam News Agency are occasionally followed by short transmiss^ons
in Annamese morse addressed to "ABC". There is no regularity to there
addenda. A sample is the intercept of Sunday 9 October at 13s21 GMT
which refers to the activities of a "League of Workers of Northwest
Vietnam." This group, apparently founded-on 2Q October 1948, was
urged on-the anniversary of that date to redouble its anti-French
efforts, and if possible to participate in the work of the Central
Standing Committee of the League. This was followed by references
to a Peace Congress, the meanings of which are not clear.
