Official reply concerning the use of the term "Uy ban lien lac viet
mien lao." It is advisable to unify the translation of this term as
"Liaison Committee of Vietnam, Cambodia and Laos" but not "Alliance Com-
mittee of Vietnam,- Cambodia and Laos."
Concerning the term "khoi lien minh viet mien lao" the translation
is "alliance of the people of Vietnam, Cambodia and Laos."

From the Propaganda and Training Central Committee to the Propaganda and Training
Committee of Interzone 5 VNW'
On March Ss the enemy broadcasting station has announced
1. A list of names of the puppet government comprising- Tran Van Huu,
Premier and Defense Minister and Finance Minister; Nguyen Trung Vinh, Foreign
Minister, Nguyen Van Tam, Minister of the Interior; Nguyen Duy Thanh, Minister
for Planning and Reconstruction; Nguyen Trac, Minister without Portfolio.
2. The cunning and tricky declaration of the traitorous Tran Van Huu-
France has no opposition toward us and I believe that the French people will
not interfere in our internal affairs. Vietnam will have diplomatic repre-
sentatives to the French Government and Vietnamese troops will replace French
troops.
Concerning the program of the puppet governments Tran Van Huu mentioned his
intention to organize the election of a national assembly,land reform, stabiliza-
tion of finances, establishment of labor legislation, and rights and duties of
Vietnamese citizens, etc.
We must make a timely denunciation of the face of the above mentioned puppet gang
and its cunning tricky lines paying attention to the following points-
(1) Point out to the people that the Tran Van Huu government is a puppet
one; its independence is false. In fact, domestic and foreign affairs as well
as its troops are commanded and guided by the French bandits and the American
interventionists. Stress and point out clearly that its program is aimed at
deceiving the people in order to carry out general mobilization, to realize
the cruel plot of feeding war by war, employing Vietnamese to fight Vietnamese.,
according to the orders of their bosses who are the French bandits and the

American interventionists.
(2) Emphasize their lackey life, their traitorous deeds and the crimes they
committed in the temporarily occupied zones, such as ordering the repression of
the struggles of the people in the temporarily occupied zones, ordering the
forcible draft of soldiers, collection of paddy, etc. Publicize the statements
of personages of note, of intellectuals, of organizations, and of resistance
circles condemning them.
(3) Link the propaganda baring the face of the puppets with the propaganda
agitating the people to positively increase production, to smash the plot of
feeding war by war, employing Vietnamese to fight Vietnamese, to increase the
annihilation of the enemy's vital forces, to increase hatred toward the bandits
and the puppets, to raise patriotism, to consolidate confidence in the people's
resistance which will be undoubtedly victorious but a hard and 'Long affair.
(4) The press should be very careful in its propaganda to avoid---b~Wildering
the people and to avoid unconsciously puffing up the puppet gang. Pay scial
attention to making intense propaganda in the temporarily occupied zones, zkd
to gather documents on the enemy's specific deeds causing harm to the people',
and the country.
