"Materials" are rushed by. air from Moscow; VOKS representa- tives`in remote cities tell local committees what activities to promote; Russian teams actually direct the showing of Soviet films; and regional broad- caOting stations suddenly change schedules to relay Peking programs featuring Russians. Themes to be stressed during the celebrations also are clear: China and the USSR are tied together by common interests, ideological similarity, and a firm military alliance; Russia, the world's most advanced Nation, must be accepted as the leader, with Chinese imitating Russians in every way; and China owes the USSR a great debt which every Chinese must recognize and help to repay. Details of China's debt to the USSR are revealing. Soviet experts Russianizing China-and directing SSF Month are a cause for gratitude. Moscow lent China thirty million U.S. dollars, less than seven cents per Chinese. Russia continues to occupy Dairen-and Port Arthur to defend China against unarmed Japan. Moscow returned properties in Peking and the Northeast, properties previously stolen from the Chinese. Russia "saves Chinese assets" by makeshift repairs to wornout equipment, of course making shipment of equipment from the USSR unnecessary. The frequently mentioned agricultural equipment from the USSR includes 500 tractors, for the huge Chinese farm acreage, and 100 sets of horse-drawn equipment, about enough to equip one Midwest farming community. Apparently the chief export from the USSR is Russian control over all phases of Chinese life. Peking boasts of huge SSFA growth, but broadcasts outlining SSF Month activities tell in advance where membership is to be "greatly expanded." Peking also admits finally the reason for measures to modernize marriage and change the status of women.
