Vft Approved For Release 2002/01/07: CIA-RDP78-04901A000100010046-7 Office Memoindum UNITED STATES GOVERNMENT TO Chief, Budget and Finance Branch DATE: 25 March 1948 FROM : SUBJECT: Chief, Budget Division Financial Support of the NIS Program Fiscal Year 1949 Reference is made to your verbal request for a review of cor- respondence on this subject and for additional recommendations to be furnished the Executive for Administration and Management based upon information supplied by the Assistant Director, Office of Reports and Estimates, in reply to specific questions raised by the Executive, for Administration and Management. We find that an item of w25,000 was actually included in the original fiscal year 1949 budg t " cover research projects fcr the 25X1A Office of Reports and Estimate item of $25,000 was overlooked when we reviewed ORE's request for the $600,000 because it was inadvertently transferred to the Refer- ence Center at the time the Reference Center requirements were trans- ferred from ORE to Executive for A & M. After making allowances for this oversight and reviewing the specific replies by the Assistant Director, ORE, to the specific ques- tions submitted by the Executive for A & M in his memorandum of 10. March 1948, we still feel that CIA can absorb the NIS program increases up to the amount of 4302,000 that may be required either from ORE's o,= lapses or savings of other agency organizational units for the reason you have already given the Executive for A & M; that is, "inability of CIA organizational unfits to get their programs fully developed as estimated".
