Reference is made to attached Standard Form 1080 submitted to the Central Intelligence Agency by the Army Map Service request- ing reimbursement in the amount of $711.50 for reproduction accom- plished for CIA in connection with JANIS Studies. This voucher was returned to the Army Map Service by Central Intelligence Agency memorandum dated 5 May 1949 with the notation "Bill is returned for cancellation inasmuch as it is understood the materials and services furnished were to be contributed to the JANIS Program by the Army Map Service". 2. Confirming telephone conversation on this matter between Colonel Ladd, OCE, and 0NI of CIA, it appears that there is a misunderstanding as to t e commitments of Army Map Service under the JANIS Program. In January 1947 a conference was held in the Office, Chief of .Engineers, between the Chief, Engineer Intelligence Division, and Mr. Lewis Quam, Director of the Joint Intelligence Publishing Board regarding certain fiscal problems encountered by the JISPB. As noted in the attached copy of memorandum to the Com- manding Officer, Army Map Service, it was agreed that Army Map Service would furnish maps for the JANIS Studies in Fiscal Year 1947 on a non-reimbursable basis since JISPB has neglected to budget for this requirement and no funds were available. It is also noted that this arrangement ceased at the end of Fiscal Year 1947 and that printing of maps would be on a reimbursable basis in Fiscal Year 1948 and subsequent years. 3. In accordance with the cited agreement with the JISPB, no funds have been included in Corps of Engineerst budget estimates for this work since Fiscal Year 1947. It is therefore requested that Army Map Service be reimbursed in the amount shown on the attached voucher and that reimburseme t, a~s? be effpec d upon submission of the vouchers for the eleven ('11) a itional Jquests now in work at Army Map Service, and all subsequent requests of this nature. The Office, Chief of Engineers, and the Army Map Service are anxious to cooperate with the Central Intelligence Agency in every way possible as evidenced by past and current contributions to JANIS and National Intelligence Surveys.
