SUBJECT: OTR Research Project to Develop a
Psychological Assessment/Social Intelligence Test
1. PURPOSE
In support of a broad program to increase the capabilities
of the Assessment and Evaluation Staff, to develop improved criteria
for psychological assessment of personnel.
2. BACKGROUND
a. Social intelligence is the psychological basis for smooth
human relations, a central element in supervisory skill, and an in-
dispensable basis for those dealing with foreign agents.
b. Present Agency assessment techniques are weak in respect
to the selection of persons who are especially sensitive to cues
that indicate a subordinate's or an agent's motives, intentions
and/or attitudes.
c. No such assessment tool is now available and no develop-
ment efforts other than those in this proposal are currently in
progress.
