JUSTIFICATION
1. As of 1 July 1951, doctors will become relatively
unavailable. If CIA is to have the doctors it requires,
provisions for their procurement should be made at this
time.
2. Repeated efforts have been made to determine
CIA medical personnel requirements. It is estimated that
the Agency could use= doctors by 1 July 1952. See Attach-
ment A.
3. By reason of space, project development, funds and
training requirements, it is impractical to procure the maxi-
mum figure at this time. Therefore, it is most reasonable
to establish a doctor pool so that fractional solution of
the problem may be accomplished in terms of reality.
4. The Medical Office cannot state the exact methods
by which it will accomplish this project. However, it is
believed that with the cooperation of Personnel and the
Office of Secretary of Defense, provisions can be made for
the procurement of the desired number. Training arrangements
can be made with medical centers on a reciprocal basis so that
groups of doctors can be trained while still serving at a hos-
pital. Any time not required in specialized medical training
can well be utilized in CIA preparation for individual assignment and in support of the mission of the Medical Office.
5. It is estimated that over= medical technicians
will be required by 1 July 1952, (See Attachment B.) To
ensure rapid procurement, training, assignment and supervi-
sion, and to provide a constantly available reserve in case
of disaster, it is considered reasonable to also establish
a technician pool. This pool could be smaller than the doc-
tor pool due to the comparative brevity and scope of train-
ing requirements.
6. In addition to pool personnel, the Medical Office
will require several new T/0 additions to accomplish the
program and to provide the reserve anticipated as of 1 Janu-
ary 1952.
7. The total personnel required is outlined in Attach-
ment C.

The working fund of- is an initial allotment to allow
for the functioning of the pool. The cost of training on an indi-
vidual basis should be paid for by the project concerned when assign-
ment is made to the project.
The Medical Office would like to establish special categories
of pay for trainees whenever possible. It is estimated that doctors
deferred for CIA training might be entirely willing to work for less
than $7600 per year.
It is anticipated that only a small portion of the medical train-
ing areas will require remuneration so that funds as requested should
prove sufficient.
It is believed that the working fund should be provided from
unvouchered funds.

Doctors
One or two additional rooms in Central Building would be helpful
but the problem should be deferred until we get the doctors. The ma-
jority of the doctors will spend little time in the Medical Office.
Technicians
5O% of each pool will be retained at the
School. TRD and the Medical Office can absorb the rest,.
