Although $25,000 was allotted for this project in FY 51, probably only about two-thirds of this sum will be utilized by July 1, 1951. There were two reasons why the total sum was not utilized: (1) the employment of personnel from the CIA pool of non-cleared persons and (2) non-avail- ability of a qualified person to exploit European libraries in search of missing scientific literature. Approximately four to six persons have been utilized constantly during the year from the CIA pool in support of typing, filing, microfilming, and photostating operations. It is anticipated that a similar procedure will be followed for FY 52. With regard to European operations, however, in FY 52 it is anticipated that a large share of the $10,000 allotted for this purpose will be needed for conducting this work. 2. For the reasons given above, it is requested that the FY 52 budget be maintained at the level of $25,000 for this external research project. The largest portion of the amount will be expended for two bibliographers and two trealplators, plus two temporary translators during the summer months. 3. During the past year, good progress has been achieved in cataloging, abstracting, translating, and analyzing the basic scientific literature of Soviet agriculture. Approximately 75,000 cards have been produced and cataloged, along with 7,500 abstracts of research articles. Over 200 separate articles and portions of books have been translated during the year, although we have only recently had two translators employed on the work. Two intelligence reports based upon the translated material are nearing completion. One of these reports is concerned with diseases of potatoes in the USSR and the other with the organization and operation of plant protection and quarantine in this area. Basic material is available in the translations for the initiation of other project reports, although the utilization of this information must await the enlargement of our senior analyst staff. The exploitation of Knizbnia letopis is well underway with the microfilming of over 60,000 pages of book listings. Our temporary summer translators will use photostat clippings from this material to commence a catalog of Soviet publications in agricultural science. During the next year, it is expected to cover the 1930-40 interval in order to have a complete summary from 1930 to the present date. It is considered important to cover this period in the project on the basis of the conviction that some of the best scientific work performed in the USSR was done during the 1930's in a period when the scientific workers were not under the restrictions that hampered them in the decade of the 40's and later.
