SUBJECT:Proposed project for the purchase of quartz crystals
1. The project proposes the purchase of 150,000 quartz
crystals for use in Agency radio networks for stockpiling pur-
poses. The estimated cost of $350,000 is based on the current
market unit cost of $2.33.
2. No specific provision was made for the subject pro-
ject in the 1952 budget estimate for the Office of Communica-
tions. Inasmuch as we have been advised that the Office of
Communications plans to request approval of the Projects
Review Committee in the near future of a revision of its
overall 1952 program requirements, including a substantial
increase in funds for equipment purchases, it is suggested
that the present project, if approved, be financed from the
current Communications allotment and that at a later date,
a single request be made to the Budget Bureau for the re-
lease of the contingency reserve to the extent that approval
is given for the additional current year requirements.
3. If approved, the use of vouchered funds is recom-
mended.
