SUBJECT: Use of University Officials for Recruitment Purposes
1. This is in response to your oral request concerning the
most suitable arrangement for engaging the services of certain
university officials who are to assist in the recruitment and
selection of trainees.
2. Universities of any size usually maintain a placement
bureau for their graduates and superior type students. It is be-
lieved that prior to engaging the services of any university of-
ficials some consideration might be given to placing universi-
ties on a voluntary contribution basis.
3. Vihhere universities do not have placement bureaus or are
unwilling to enter into the type of arrangement here concerned
without compensation, it would appear appropriate to enter into
a contract with the university based on the retainer fee princi-
ple rather than a consultant type arrangement. Such contract
naturally would cover a specified period and would be terminable
at the election of the Government upon seasonable notice to the
university. The type of fund to be charged in this matter would
appear to be conditioned upon the nature and circumstances of
the recruitment, the selection and ultimate use contemplated. It
is my opinion that should some circumstances require a charge to
unvouchered funds, then the entire contract should likewise be
chargeable to unvouchered funds.
