UNITED STATES GOVERNMENT TO FROM SUBJECT: Projects Review Committee Comptroller DATE: 19 September 1951 Proposed purchase of automobiles for Contact Division 25X1A 1. The proposed project provides for the addition of nine automobiles and the replacement of one for certain of the Contact Division at an estimated cost of 114,000. The amount of the project should be reduced from 81,000 to x'12,600 as the replacement item is provided for in the 1952 budget of the Administrative Services Office. 25X1A 25X1A 2. The addition of nine automobiles consisting of for previous y established, and one for a central will make a total of twent -one automobiles assigned to Contact Division These automobiles are requested in accordance with the Office of Operations policy, which is to provide for reimbursement for the use of privately owned automobiles when- ever possible and to use government owned cars only where and when operational necessity, the area involved, and the personal situation of the employees involved make the use of privately owned vehicles impossible. 3. Although the Assistant Director for Operations sub- mitted this project on 13 July 1951, it has been deemed advisable to delay action thereon in view of the fact that Public Law 70, under which the Agency has been operating in fiscal year 1952, made it unlawful to purchase passenger-carrying motor vehicles until enactment of the 1952 fiscal year appropriation. It. The 1952 Budget estimates contained no specific pro- vision for addition to the Contact Division auto- mobiles. However, it is possible to provide for the proposed additions within the overall Agency allowances for acquisition of automobiles as approved by the bureau of the ??udget in the 1952 estimates. 5. If approved, the amount of this project can be made available within. the overall 1.952 budget for 00/Contact Divi- sion.
