SUBJECT : Approval of Project
1. In a memorandum dated 3 July 1951, the DCI directed the
termination of all CIA projects conducted through the facilities

sideration of exceptionally worthy activities which can best be
25X1A2d1 accomplished by or through -, It was the DCI's intention
to approve personally each such project and also to prescribe the
financial and control requirements in connection therewith. The
normal, accounting provisions of the Confidential Funds Regulations,
including paragraph 9.b, are, therefore, waived.
