The work produced by the Library consists of a monthly list of Russian accessions and a Cyrillic Union subject catalog. The amount budgeted for FY 1954 was $117,615 but approval of an additional $178,344 for a total of $295,959 is sought to correct deficiencies. That is, while consumers in the intelligence community accord the work high praise (prior to this project there was no English language tool by which researchers could gain access to available Slavic publications), it was found that certain aspects of the two activities were not being covered (an author-institute index is not being prepared for the MIRA, and provision is not made for post-1952 cataloging of the CUSC). Until the Agencyts FY 1954 budget is approved, it is not known whether the increase sought can be absorbed in the regular OCD budget or whether a release from the contingency reserve would have to be requested. A total of $314,698 was authorized for this work during FY 1953? ACTION At its meeting on 10 June 1953 the Project Review Committee approved the amount of $295,959 to continue support of the Library of Congress during FY 1954 on the monthly list of Russian accessions and on the Cyrillic Union subject catalog. In giving its approval, the Committee noted that the work done by the Library is a service of common to the IAC and that support by CIA does not constitute supplementa25Xi Lion of the budget of another Government agency. The Committee requested that a check be made with the Office of Operations and with the Chief of Requirements/FI and RECOMMENDATION That the Director approve CIA support to the Library of Congress to continue and expand the work of furnishing information of intelligence value from overt Slavic sources, and the amount of $295,959 to effect it, on the understanding that, of that total, the amount of_$178,344 which represents the cost of the planned expanded services will be reduced if the FY 1954 CIA budget which is approved so requires. 25X1A
