1. This memorandum is for your information only and pertains to the land
now held by the Agcy, the Bureau of Public Roads, and. the Misses Scattergood
andThorne at Langley, Virginia.
2. Today the Agency has complete and irrevocable custody of 169 acres at
Langley, which were acquired in the following sequence:
a. App tely 13l acres were transferred to the Agency by the
oderal Highway Administrator on 15 March 1957.
b. On 12 June 1963, through condemnation, the Agency acquired the
finer and Kaufman -Siniger-Rivercomb tracts which total 27 acres.
c. At the Agency's request, the General Services Administration
purc.'t s the Travers tract consisting of 11 acres In August 1966.
3. In addition to the above, the Agency also has received from the Bureau
of Public Roads, under 30-day revocable use permits, a total of 49.25 acres to be
used for the West Parking Lot (19.75 acres) and recreational purposes (29.5 acres).
4.1 I'm Bureau of Public Roads holds rights to a total of 661.5 acres at
an amount which includes the 49.25 acres now "signed by use permit

agreement between the U.S. Government and the Misses Scattergood
swine. Despite the t that the Agency has a bid in for this property, when it
es: avalble, two, things should be kept in mind if it becomes the subject of
ssiszt. first, our files contain a letter dated 16 June 1958 from the Federal
Hi vaay Administrator which could lead us to conclude that the Bureau of Public
Reeft has the reversionary rights to this tract. Second, we have determined through
'Bureau of Public Roads funds were used to purchase these rever-

6. The A cy's interest in the Bureau of Public Roads land and the
Scattergood "horne tract has resulted in several exchanges of correspondence
and conversations among the General Services Administration, the Bureau of
Public o4ds, and the Agency. Copies of memoranda and letters on the subject
are found at Attachment I.
