SUBJECT : Approval of Certificate of Necessity for the
Acquisition and Modification of Space for
the Office of Training
REFERENCE Memo dtd 3 July 1969 to ADCI fm DD/S,

1. This memorandum contains a recommendation for the approval of the Director
of Central Intelligence; such recommendation is contained in paragraph 4.
2. The Agency has, on several occasions, requested the General Services
Administration to find more suitable space for the Language Testing Laboratory of the
Office of Training located in the Washington Building of Arlington Towers. Last year
suitable replacement space was offered to the Agency, and the referent memorandum
was written to the Acting Director of Central Intelligence requesting a Certificate of
Necessity to enable the General Services Administration to acquire the space and perform
the necessary alterations (Attachment 1). This offer was subsequently withdrawn by the
General Services Administration and the Certificate of Necessity was not utilized.
3. Recently, the General Services Administration has offered replacement space
in a newly constructed building at 4600 Fairfax Drive, Arlington, Virginia. The building
being offered is in the same area as the Broyhill Building. The space consists of three
floors, and the annual rental is approximately $161,'000. Extensive engineering require-
ments and special configuration of the space are necessary in order to convert this area
into a modern language training facility. The owner's proposal for the cost of modifica-
tions necessary to accommodate the Office of Training's requirements is $113,000.
Budgetary provision in this fiscal year has been made to fund these costs. The owner's
proposal is subject to further review and negotiation. The modification cost will, how-
ever, exceed the established limitation of 25 percent of the first year's rent for tenant
alterations as established in the Economy Act of 30 June 1932. Accordingly, it will be
necessary that this Agency provide the Administrator of the General Services Administra-
tion a new Certificate of Necessity in order to have the necessary configuration work
accomplished.

4. It is recommended that you sign the Certificate of Necessity (Attachment 2)
so that the General Services Administration may acquire the space and exceed the
limitations for tenant alterations as established in the Economy Act of 30 June 1932.
