Copies of Federal Property Management Regulations (FPMR's) are received on a regular basis from GSA. I have been concerned as to which office within OL or for that matter within the Agency serves as a focal point for action assign- 25X1A ments and responses. Because of this concern, I asked Mr. Harry to attempt to determine who gets copies, who assigns action, and who coordinates responses to GSA. He has been able to determine that the Agency (CRS) receives 11 copies of FPMR's. Eight of these copies go to OL and three go to OF. 2. The copies that go to OF are sent to the OF/Planning 25X1A Staff which makes a determination as to distribution within OF. Mr. C/OF/.Planning Staff, states that OF has never responded to an FPMR. 3. The eight copies received by OL are distributed according to subject matter with only PD always receiving copies. Others receiving copies when subject matter so dictates include SD, P&PS, RECD, and PMS. No responses have been made by OL other. than to provide minima cataloging inormation. 4. In conclusion, the Administrative Serv,itcees_, and Property Management Act includes an exemption orCIA which states that n 'hing in the Act shall impair 6r affect any authority of the CIA. We have apparently been applying this exemption "across the board". C. 20405 December 19, 1974 FEDERAL PROPERTY MANAGEMENT REGULATIONS TEMPORARY REGULATION E-36 TO : Heads of Federal agencies SUBJECT: Supplement to the Supply Activity Report 1. Purpose. This regulation requires agencies to submit a supplement to the Supply Activity Report which will enable GSA to more effectively perform its role as a major procurement source for Federal executive agencies. 2. Effective date. This regulation is effective upon publication in the Federal Register. 3. Expiration date. This regulation expires June 30, 1976 , unless: sooner revised or superseded. 4. Applicability. The provisions of this regulation apply to all executive agencies except the Department of Defense. 5. Background. Data on the types of items purchased, the source of the items, and the funds expended are required to provide a means for GSA to evaluate the effectiveness of its procurement program in terms of supply responsiveness to Federal agency needs. The data will be screened to determine the extent to which agency requirements are being met and to effect modifications in the supply support program to achieve further improvements. 6., General policy. a. To achieve the objective stated in paragraph 5, each civil executive agency shall submit procurement activity data to GSA covering the semiannual periods July 1, 1975, through December 31, 1975, and January 1, 1976, through June 30, 1976, in accordance with the instructions contained in attachment A. (The report required by this regulation is in conformance with FPMR 101-11.11 and has been assigned Interagency Reports Control Number 0040-GSA-SA.) Effect on other issuances. This regulation augments the policy in FPMR 101-25.4801 by expanding the procurement reporting requirements specified therein. 9. Agency comments. Comments concerning the effect or impact of this regulation on agency operations should be submitted to the General Services Administration (FF), Washington, DC 20406, no later than June 30, 1975, for possible incorporation into the permanent regulation.
