MEMORANDUM FOR: Director of Medical Services
SUBJECT Review of Current Status, Information and
Data on Drug Abuse in the Agency
1. The following is an outline of the summary findings 25X1A
and recommendations of meetings attended by

2. The following four topics are considered important.
a. Dimension of the problem
(1) Dependents - as best as can be determined,
approximately twenty dependents have been returned
from overseas because of drug problems in the past

SUBJECT: Review of Current Status, Information and Data
on Drug Abuse in the Agency
(2) Staff employees - there is only one case
known to OMS of a staff employee with. a drug problem.
This was a DDI employee who was placed on probation
and soon thereafter resigned.
(3) Applicants - Office of Security has useful
data in this regard as presented in the two attach-
ments.
b. Advice OMS has to give on drug abuse - it goes
without saying that OMS is against drug abuse and is
prepared to assist, as it has been doing, within our
capabilities. The Director has made strong and
sufficient statements about his attitude on this topic.
The OMS group would express a word of caution in
terms of the amount of energy and time devoted to this
subject. This is not meant to give any indication of
lack of concern or interest, but more as an effort to
note that there are other topics of equal or greater
importance.
c. Continuing education - the OMS group believes
that education efforts should continue and recommends
that OMS continue to play a definitive role in any such
efforts.
d. Review current Agency Policy - it is recommended
that current Agency Policy as it applies to applicants
for employment be reviewed at this time. It is the
group's impression that the standards for drug abuse in
applicants, especially in marijuana experimentation may
have eroded. There have been some applicant cases
brought to the ARP which, based on current understanding,
should have been withdrawn from processing.
