SUBJECT : Request for the TDY Assistance of Dr.

1. The final comprehensive exercise of the current running of
OTR's Basic Operations Course is scheduled for June 1973. The overall
objective of this exercise is to provide an opportunity for the trainees
to center their efforts on one all-encompassing training package which
requires the use of most, if not all, of the principles, techniques,
and skills to which they have been exposed during the course. Incorpo-
rated in the complex exercise scenario are special activities, foreign
intelligence, and counterintelligence requirements which the trainees
meet through the application of sound operational judgment, tradecraft,
operational and intelligence information reporting, and technical
communications and surveillance methods.
2. In gearing to meet the rather extensive staffing requirements
for this exercise, it is obvious that officers experienced in the
subjects and activities covered as well as knowledgeable of trainee
performance evaluation techniques provide the best challenge and most
rewarding training experience. We have also found that an infusion
of faces and personalities new to the trainees enhances the realism
of the scenario and contributes significantly to the overall value
of the exercise.
3. As a former highly enthusiastic trainee in the Basic Operations
Course himself, Dr. - is uniquely qualified to bring professional
assistance to the exercise. Subject to your approval and his acceptance
and availability, we request that he participate in the exercise
scheduled for 17 through 28 June 1973.
