MEMORANDUM FOR THE RECORD
SUBJECT: Proposed Study on Terrorism
1. Pursuant to the OMS proposal on studies relahead
to terrorist activities, I met with 25X1A
of the International Terrorist Group. He has een In this
business for about three years and is cony nt with on- 25X9
going activities. His staff nwnbers about
advises that the responsibility in regard to
terrorist activities lies with. the State Department. A
committee was formed some time ago consisting of partici-
pants of about eight agencies including the CIA. This
committee has a working group which meets much more frequent-
ly. The Agency representative on the working group is Mr.
2. I raised with the question of the appropri- 25X1A
ateness of our remarks being a ressed to his group. It was
his feeling that this would be the appropriate- recipient in
the Agency. He stated that he was aware that there had been
previous conversation between members of his staff and OMS
and at this point he and his staff were awaiting OMS sugges-
tions. He went on to say that the larger committee has
approached the question of terrorism from a variety of as-
pects. One study ongoing includes a detailed review and
analysis of the events in Khartoum. The comma tee has also
convened a group of experts from a variety of sources on at
least one occasion to consider the subject of terrorism per
se. believes there may be some other attempts in
these general directions. He hopes to pull such material
together and make it available to our office.
3. As we discussed the overall subject it became clear
that the Agency group is interested in international terror-
ism as distinct from terrorist activities of local limitation

It also appears that the group is focused primarily on the
collection and analysis of international terrorist activities
using those intelligence methods that are customary to the
business. As a result and his staff are concerned
with who, what, when an were. The use of the' disciplines
of the behavioral sciences would be a further refinement and
an add-on to their overall expertise and development. Mr.
feels an immediate practical contribution could be in
erms of employee orientation and that this might blend with
the training program
4. It was agreed that we would meet .again shortly and
discuss the memorandum that had been re aced to determine
its. appropriateness for forwarding to office.
