SUBJECT Weekly Report
1. Domestic Secure Voice: A KY-3 green phone secure

October 1973. Test calls were made from both green and gray
extensions in the Headquarters Building to with excel- 25X1A

October MAX III (Headquarters Signal Center) processed a total
of 900,000 transmissions of which 20,000 were FLASH precedence
and 250,000 were IMMEDIATE. An average month's activity is
approximately 700,000 transmissions of which 600 are FLASH and
15O,000 are IMMEDIATE..

evaluation. Several problems have been found, but it appears

power budget from four percent to ten percent of satellite

be addressed in the letter,
