1. Reference a. announced the Uniform Promotion System.
One aspect of the new system requires that each Career Service
establish and publish minimum annual promotion models. The
following reflects the minimum MF Career Subgroup promotion
plan for FY 1978:

Uniform Promotion System, 18 May 1978-
1. Reference announced the Uniform Promotion System. One
aspect of the new system required that each Career Service
