1. The Finance Division is now computing and paying per diem
allowances for temporary duty at points within the 3. ., in accordance
with the i reoment between the eebtant Director, (;.4Ir.!, and Assistant
Director, C C, and the Covert Personnel Branch slated 14 July 1949
(attached h z ato as Annex A). Since that tins the offices of the
Aselstant Directors have been authorized to approve travel (Reference:

W and the agreement referred to above. In consequence questions
have arisen as to the application and interpretation of the regulaactton
and of the former amendment. According y # we feel it is desirable to
secure your views regarding the payment of per Bien at temporary duty
