APPLICABLE MINIMUM HOURLY RATES OF WAGES
D-1. The attached wage determination decision of the 'Secretary of
Labor specifies the minimum hourly rates of wages which-shall be paid
to' laborers and mechanics employed or working directly upon the site of
the work embraced by this specification; the rates having been determined
by the e-Secretary of Labor in accordance with the provisions of the
Davis-Bacon Law, as amended, to be the prevailing rates. for the corre-
sponding classes of laborers and mechanics employed on contracts of a
similar character in the locality.where this work is to be performed.
THESE MINIMUM HOURLY RATES OF WAGES SHALL APPLY ONLY IF THE CONTRACT IS
IN' EXCESS OF *2,000 IN AMOUNT.
D_2.' While the wage rates given in the attached decision are the min-
imum rates required to be paid during the life of the contract, it is the
responsibility of bidders to inform themselves as to local, labor condi-
tions such as the prevailing wage rates, the length of the work day and
work wgek, overtime compensation, health and welfare contributions, avail-
able labor supply, and prospective changes or adjustments of wage rates.
The Contractor shall abide by and conform to all applicable laws, Execu-
tive Orders, and rules, regulations and orders of Federal' Agencies author-
ized to pass upon and determine wage rates., No increase in the contract
price shall be allowed or authorized on account of the payment of wage
rates in excess of those listed in the attached decision.

DECISION OF THE SECRETARY
This case is before the Department of Labor pursuant to a request for a wage predetermination
as required by law applicable to the work described on the attached wage schedule.
A study has been made of wage conditions in the locality and on the basis of information assembled
by the Department of Labor the wage rates listed on the attached schedule are hereby determined by
the Secretary of Labor as the prevailing (or, in the case of the Federal Airport Act, as the minimum)
rates of wages for the described classes of labor in accordance with applicable law.

This wage determination decision and any modifications thereof during the period prior to the
stated expiration date shall be used during such period and made a part of every contract for perform-
ance of the described work as provided by applicable law and regulations of the Secretary of Labor,
and the wage rates contained in this decision, unless modified, shall be the minimum wage rates to be
paid under any such contract by contractors and subcontractors on the work.
Under the Davis-Bacon Act the contracting officer shall require that any class of laborers and
mechanics not listed in the Secretary's decision, which will be employed on the contract, shall be classi-
fied or reclassified by the contractor or subcontractor conformably to the Secretary's decision and a
report of the administrative action taken in such cases shall be transmitted by the agency to the Sec-
retary of Labor. In the event the interested parties cannot agree on the proper classification or reclassi-
fication of a particular class of laborers and mechanics to be used, the question, accompanied by the
recommendation of the contracting officer, shall be referred to the Secretary of Labor for final deter-
mination. Where classification of laborers and mechanics which were not included in the original
decision are desired under any statutes other than the Davis-Bacon Act, a supplementary wage deter-
mination shall be requested by the Agency Head.
The wage rates contained in this decision are straight hourly wage rates. In some areas manage-
ment and labor organizations in the construction industry have collectively bargained for health and
welfare fund, contributions. Such contributions are not included in wage rates determined by the
Secretary of Labor for construction projects.

ELECTRICAL WORK
4e5: Delete in entirety and substitute the following;
GENERAL.--This work consists of providing feeders and interior
lighting for the buildings marked Item 4.
(a) WIRING METHODS.--In the Item 4 building adjacent to Item 10, the
electrical installation shall conform to all requirements of the National
Electrical Code, Article 500, Hazardous Locations, Class I, Division 2. In
the other Item 4 building, the electrical installation shall conform to all
requirements of the National Electrical Code, Article 500, Hazardous Locations,
Class III, Division 2. Minimum conductor size shall be No. 12 AWG Lighting
Fixtures and shall be 150-watt each.
(b) SWITCHING-Fixtures in each building shall be switched as a group
from one weatherproof and raintight enclosed circuit-breaker located on the
exterior of the building adjacent to the entrance. Breaker enclosure shall be
40 inches above finished grade. Breaker shall be 2P-SN, 25-ampere
20-ampere trip, 120-volt, similar and equal to Westinghouse Type MOframe,
(c) FEEDER.,--This shall be connected to the transformer bank (See
Paragraph 10,58 b) and shall be 4-wire, 3-phase, to supply above lighting and
provide for future expansion.. Form No, 8 conductors in li-inch galvanized
rigid steel conduit shall be routed down the transformer pole and underground
at a minimum depth of 24 inches to a watertight junction box mounted on the
exterior wall of the first Item 4 building. Junction box shall be mounted
directly below the lighting circuit-breaker specified in Paragraph 4.5 (b) above
and one phase of the feeder shall be connected to that breaker through a short
conduit. From this junction box, the feeder shall be continued, using identical

conductors and conduit, running underground at a depth of 24 inches to a
second junction box similarly, located on the exterior wall of the second
Item 4 building. One phase (other than the one used at the first building)
shall be connected to the lighting breaker through a short conduit. Ends
of all unused conductors in the second junction box shall be suitably taped
and the conductors neatly coiled for future use. Boxes shall be rain-tight
and weatherproof, 12xl2x1+ inches deep. Feeder conductors shall have
Type USE, Style,RR, insulation and covering.

SCOPE OF WORK.=-This part of the specification includes the
installation complete of a suspended type unit cooler in the film vault with
the refrigeration compressor on platform above the suspended ceiling. The
complete unit with the controls will be provided by the Government from a
previous installation.

8.6(a). New Paragraph: The unit cooler is a Carrier Unit Model 15M762
and is to be installed in the outside (S.W.) corner of the vault so as to
blow down the aisle causing acircular air motion around the vault. Cooling
unit shall be suspended by four (4) 3/8" rods from the ceiling joists, with
the bottom of unit approximately 7'-6" above the floor. Provide suitable
bridging for securing hanger rods in proper position.
'(b) The refrigeration compressor is'a Chrysler Unit Model R-160 with
2 H.P., 208-volt, three-phase motor and starter. The unit shall be mounted
on the ceiling joists above the cooling unit. Provide- a platform approxi-
mately 4'-6" constructed of 2"x6" first-grade planking to be mounted above
the ceiling joists for supporting the unit. Provide anti-vibration units
as recoffmcnded by the manufacturer for supporting the compressor on the .
platform. Provide flexible connectors in all rigid pipe and tubing connectionu
(c) Provide all necessary copper tubing and fittings, etc.., to properly
connect the cooling unit and compressor. Provide 2" copper tubing for drain
line from pan below unit cooler and extend to funnel drain as required under
plumbing work. Provide copper tubing with shut-off valve for water supply
to condenser through automatic valve with drain line to'funnel drain provided
under plumbing work. Water supply line shall be insulated, see Paragraphs E.21 Awe E.30., and 19.31.
(d) Install and adjust all controls provided for automatic temperature
control and compressor operation including all safety devices.' Room thermostat
shall operate solenoid valve in liquid refrigerant line to cooling unit.
Provide check valve in suction line to control shut-down back surge of
refrigerant.. Compressor shall operate automatically on pressure controls.
Provide secondary pressure ccntrol for emergency cut-out. All equipment
previously installed with the cooling system shall be re-installed.
(e) Unit cooler fan motor shall operate continually and will be provided
with outside switch and pilot light under electrical work. Compressor motor
shall operate automatically through pressure control and magnetic starter
as provided with the unit.
(f) Insulate suction line with coinine'rcial insulating rubber tubing or
other approved material.
8.1. Delete the words "and lights".
Insert the words "and lights" immediately following "unit".
8.9. Insert "pendant" following the word "industrial".
8.11. CIRCUITS.-- Add the following:
A.similar pilot light, except with green lamps, shall be
provided for the fan motor and shall be connected to show when the fan

This work consists of removing two existing fluorescent lighting
fixtures from their present temporary mountings and install them, plus
four (4) more, as hereinafter described. Four (4) fixtures shall be
installed on a new ceiling which will be furnished by others and shall
be connected to same feeder as at present and shall be controlled in
pairs from switches located near the entrance. The remaining two (2)
fixtures shall be suspended over an adjacent storage booth and connected
to existing overhead feeder and shall. be controlled from a switch located
near the booth entrance. Armored cable, 2-wire, No. 12, may be used
throughout.

9.56(a) Delete this Paragraph in its entirety and substitute the

a. NEW PANEL C.--This shall be a four-wire, three-phase power
distribution circuit-breaker panel, surface-mounted, connected by four (4)
No.'1/0 conductors to the line side of existing panel A. Panel C shall be
similar and equal to Westinghouse "Do-Ion" convertible type for feeder and
power distribution circuits, with breaker ratings as follows:
(1) Main - 225-ampere frame, 125-ampere trip.
(2) For 60-ampsre receptacle branches - 100-ampere frame, 70-
ampere trip (one breaker for each receptacle.)
(3) For 30-am,ccrc receptacle branches - 50-ampere frame, 35-
ampere trip (one 'o_?c.aker feeds both receptacles.)
(4) For air compressor branch - 50-ampere frame, 35-ampere
trip (one breaker).
(5) Spares - 50-ampere frame,.35-ampere trip (two breakers.)
All breakers shall be 3-pole. Total number of branch circuit-breakers is
six (6)-.
9.56(d.). Now Paragraph: AIR COMPRESSOR DISCONNECT SWITCH,--Instead
of the location shown on Contract Drawing No. 5, the air compressor dis-
connect switch shall be on the northerly wall approximately six (6) feet
from the corner.
9.57. New Paragraph: ALTERNATE BID.--The Contractor shall also submit
an alternate bid, covering the following work in lieu of the work described
under Paragraph 9.52.:
a. Furnish and install a 225-KVA transformer substation on the
roof of the warehouse, adjacent to the existing 300-KVA substation.
b~. Reroute one existing secondary feeder from existing 300-KVA
bank to the new 225-KVA bank specified above, with new circuit-breaker..
c. Install secondary feeder from above 225-KVA bank to Rooms A, B,
C, and D of area marked Item 9.

Work described in sub-paragraph a, b, and c shall be as specified in
Paragraphs 9.58., 9.59., and 9.60.
9.58. Now Paragraph: 225 KVA TRANSFORMER SUBSTATION.--This shall
be for transformation from 12.5/7.2 KV, 4-wire, 3-phase, to 208?120--volts,
4-wire, 3-phase, and shall consist of three (3) single-phase transformers
mounted, equipped and connected similar to the existing 300 KVA substation.
225 KVA substation shall be supported by the main interior warehouse walls
at the point of intersection, and shall have a structural steel frame,
steel pipe poles with wooden croesarms for the high voltage line, painted
wooden slat platform and railing. Necessary fused disconnect switches,
arresters, wiring, etc., shall be furnished and installed. The high-voltage
line now supplying the 300 KVA bank shall be extended to supply the 225 KVA
bank also. Transformers shall be outdoor distribution type, similar and
equal to General Electric Company "Pyranol"-filled.. Secondary conductors
shall be 750 MCM and 500 MCM for phase wires and neutral, respectively.
Outdoor-type circuit-breaker cabinet, accessible from outside the substation
platform, shall be provided and connected to the transformer secondaries.
Four (4) circuit-breakers shall be provided, all with 600-ampere frames,
two (2) with 225-ampere trip and two (2) with 300-ampere trip.
9.59. New Paragraph: REROUTE EXISTING FEEDER.--One of the secondary
feeders presently connected to the 300 KVA bank shall be rerouted so as to
be connected to a 300-ampere breaker in the breaker cabinet at the 225 KVA
bank. These existing feeders each consist of four (4) 300 MCM conductors
and the feeder to be rerouted shall be selected by the Contracting Officer.
9.60. New Paragraph: NEW SECONDARY FEEDER.--This shall and equal in all respects to the feeder specified in Paragraph 9.5L.,
except it shall be connected to a 225-ampere breaker at the 225-KVA substatior

be grounded by four (4) 3/4"x8' copperweld ground rods driven in the ground,
one at each outside corner of the building and connected to the steel wall
