Approved For Re ase 2000/ 6 ~ UT 78-053 43A000100080016-2 6 March 1974 MEMORANDUM FOR THE RECORD SUBJECT: Meeting with D/ORD 1. I visited Sayre Stevens, the Director of the Office of Research and Development. I advised him that my visit was for the purpose of exchanging views and information. In that regard I stated that there were two questions of interest to our office. The first question related to our need to clarify how RFD responsibility was organized in DDSFT. The second question amounted to an interest in our office in ex- ploring the possibility of contributing to ORD's role in behavioral science. In regard to the second question, I stated that we recognized that some parochial difficulties might exist but presumed these could be worked out if mutual relationship was desirable. 2. Dr. Stevens provided the following responses. He referred back to the days of Dr. Schlesinger and the concept that was formulated at that time that all RFD should be gathered together in one package. He stated that this gathering did begin and moved along for a period of time after which this movement came to a halt. He cited as an example the plan to transfer the RFD from OTS to DDSFT and the subsequent move to transfer all of OTS. The RFD that OTS was performing remains with OTS for the most part so that the end result is the transfer of OTS from DD/O to DDSFT. NPIC has been transferred to DDSFT and its RFD has been trans- ferred to ODFE. Some parts of Commo have transferred to ODFE along with some sections of OSP. These gatherings in DDSFT have stimulated interest in establishing some sort of priority system in terms of monies to be invested versus objectives to be attained. It so happens that ODE has an analytical staff with experience in such matters. As a con- sequence, the analytical staff was given the responsibility for the analysis and ordering of RFD requirements. Just how this will work out remains to be determined. There have been several meetings between ODE and ORD which have arrived at no agreement or understanding. ORD is objecting to any notion that they are not to have access directly to their customers. Continuing attempts are being made to work out some reasonable formula. ,OF E C~. CL Y ? Despite the absence of a formula, there is some general overall agreement that ORD will perform exploratory research while ODE will be further along in terms of applica- tion. 4. In regard to behavioral science RFD, this general understanding does not apply, at least for the present. ORD is the sole contender in this field and ODFE has neither the competence nor current interest. Dr. Stevens is attempting to put together an RFD program in behavioral science that has some firm basis in terms of Agency interest and Agency needs. He considers.the present program to be too narrow. At the same time he is quite aware of the pitfalls associated with moving too quickly in the behavioral science field. He sketched out some of the areas in which they are working, including support to BAB the DD/O and the Office of Security. He offered to have give our staff a briefing in depth in regard to t eir R D activities in behavioral sciences. 5. I suggested that perhaps a briefing by OMS might be in order. Dr. Stevens was very receptive to this idea.
