considered him a most impressive candidate. I also interviewed him and
found him to be highly articulate, perceptive, intelligent, motivated,
naturally inquisitive, and knowledgeable of the role of intelligence in the
formulation of U. S. foreign policy. He was most coherent in describing
his motives for seeking a position with CIA and expressed a strong preference

Program and noted he had the intellectual ability, personality, vocational
interests, and experience to compete very successfully in the Program.
