2. As an aftermath of the attached letter, we were able to
piece together a series of events and information which confirms
a rather pitiful lapse of ccn unication within the Office of Tech=nical Service.

continuing relationship with was acknowledged. Ignorant
of DCI approval, the Director no M e a series of discussions
with Mr. hrrownman, and Dr. Tietjen. At a meeting with
Dr. Tiet en on 14 n , r. ietjen expressed his opposition based
on medical reasons to such a "sensitivity" course, and he proffered a
proposed memorandum to the DCI objecting to 0TS continuation of the
course. I indicated to Dr. Tietjen that I would not contest his
recom endationn since I feel that as Chief Medical Officer of the
Agency he remains responsible for the physical and mental wwe11-being
of our employees, and if he was against such a course, I would not
argue for its continuation. I arrived at this decision based on:

b. My own questioning as to why OTS should be in the
business of conducting a course such as this. which Ifeel
is more appropriate for DTR or EFTS to conduct; and
c. The fact that I was aware of some ODD reservations
regarding its continuation.
I suggested to Dr. Tietjen that it would not be necessary to forward
his objections to the ICI, but rather I would advise the D00 and
recend that we forego the course.
4. Shortl after my discussion with Or. Tietjen I contacted
the ADDD, and advised him of Dr. Tietjen's objections
and, if I can re mall r Dave's instructions, he said, in effect,
"arrange a contract which would permit us to run a course on an as-
needed basis provided students were available, as opposed to schedul-
ing a prescribed number."
5. When we informed that his contract would not be.
renewed per se, it was my Intent that the details of any continua -
Mon would have to be worked out with Dr. Tietjen, the DDQ, and our-
selves.
6. 1 will not attest to the veracity of all the statenents in
letter--in fact, some are incorrect, but I do say the.
)rust o t is fairly factual. What mains rhetorically is:

still desire continuation of - specific course?
b. If he doesn't, what are our legal and moral obliga-
tions tions to He is well aware that no specific

c. If the course is continued, is it appropriate for
OTS to run it, or should it be done in collaboration with
CNIS, or deferred completely to CH=iS or OTR?
7. It is reccamended that 0TS,undertake tr collaboration -wit -=
OHS,. DTR and the DDE3, the structuring'-of a course-for case officers

constructive role in t newly-structured course, that his contract,
be allowed toexpire and not-be renewed in August 1974.
We are also concerned about the security implications in that
although a former Contract A employee but now an inde-
pendent contractor, has access to Internal CIA memoranda which he pro-
vided as attacl,ents to his letter. I understand from him directly
that he took the documents out of the course file located in South
Building, and took them to Headquarters where the letter which was
addressed to you was prepared.
9. ?e cannot speculate as to what additional steps
may take if his contract is not renewed. In addition to our objective
to improve our con nications, we also intend to improve our security.
