Meeting #61 of the Research, Development and Production Review Board was held in the OC Conference Room at 114-30 hours on 3 October 1956. The following persons were in attendance: II. Under Agenda Item I, Old Business: The minutes of meeting Yj6o were approved by the Board. III. Under Agenda Item II, New Business: 1. reviewed the history of the 500 watt transmitter development-production program and pointed out the existing requirements for 100 additional "HT-4 type" transmitters to support the stock pile program. The Board discussed the problem at length pointing out the interim solution of the rack mounted RT-4 and PD10 equipment, the continu- ing evaluation of the T-368 and the CWT-750, and the logistical advantage of the HT-4 equipment. Additionally, development of such a transmitter by the Agency was discussed. It was the opinion of the Board that the many facets of the problem should be given more consideration, and the subject was tabled for the next regular meeting. 2. initiated the discussion of the security classifi- cation of the ASF- equipment. The problem was discussed in three segments a. The need for maintaining the classification of NOT RELEASABLE TO FOREIGN NATIONALS. l b . The ramificai.ions of lowering the equipment classifica- tion to CONFIDENTr.L. The similarity of the AST'-1+ equipment to that developed by other Agencies was pointed out and the repercussions which might occur if we released the techniques to foreign nationals without discussing such releases with other U. S. Services were recognized. It was the unanimous decision of the :Board that the NOT RELEASABLE TO FOREIGN NATICQdALS classification of the techniques be retained. The Board considered that in no event should the techniques be revealed to foreign nationals without first briefing the Services as to our intentions. Because of the similarity of our equipment to that of certain other Agencies and because of the still apparently uncompronised methods em- ployed for the high speed transmission of intelligence, the Board con- curred with recommendation that the techniques and instructional material retain the classification of SECRET. The discussion as to the feasibility of reducing the equipment classifi- cation to CONFIDENTIAL was tabled pending further clarification of the physical security requirements of each of the classifications. 3. reported that he had entered into discu s;ions with DD/P relative to our intentions to develop Direction Finding equipment of both fixed station and agent types. The Board noted the information. Descriptions of two items to be presented to the Ideas and Require- ments Panel were distributed for review prior to the next meeting. IV. The meeting adjourned at 163+5 hours.
